FEMA Announces $27.2 Million Available for National Preparedness Training Initiatives

WASHINGTON, D.C. --  The Department of Homeland Security's Federal Emergency Management Agency (FEMA) announced today it is making $27.2 million available to state, local, tribal and territorial governments; national associations, non-profits, higher education institutions and the private sector as part of the Fiscal Year (FY) 2008 Competitive Training Grant Program (CTGP).  This program awards funds to competitively selected applicants to develop and deliver innovative training programs addressing high priority national homeland security training needs.

CTGP provides funds to support training initiatives that are national in scope and further the DHS mission of preparing the nation to prevent, protect against, respond to, and recover from catastrophic risks posed by man, nature and technology.

State, local, tribal and territorial governments, national associations, higher education institutions, nonprofits and the private sector are eligible. In FY08, the emphasis is on the development and delivery of courses in one of the following five focus areas: 

  • Intelligence/Information Sharing and Dissemination
  • Critical Infrastructure Protection
  • Regional Collaboration
  • Citizen Preparedness and Participation
  • Citizen Evacuation and/or Shelter-In-Place

These five focus areas reflect important components of a national homeland security training program that will ultimately support all target capabilities. 

Beginning May 19, 2008, eligible entities may apply for funding through the Grants.gov portal, accessible on the Internet at www.grants.gov .  Applications can be received no later than 8:00 p.m. EST June 9, 2008.

Since its inception in FY 2004, and including the FY 2008 awards, the Department will have awarded more than $148 million through the CTGP.  The Fiscal Year (FY) 2008 Competitive Training Grants Program (CTGP) represents the fifth consecutive year for this important national training initiative.  CTGP funding has enabled the development of over 50 training programs targeting  areas such as community outreach; vulnerable populations and special needs; intelligence, information sharing, and fusion center; cyber-terrorism; agriculture; regional collaboration and continuity of operations planning; transit, port and infrastructure protection; rural communities; law enforcement; and mass casualty.
