DHS Announces $24 Million in Homeland Security Nonprofit Grants

The U.S. Department of Homeland Security (DHS) announced today the fiscal year (FY) 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) awards. These awards, required by Congress, total more than $24 million and support target hardening and security screening activities in select non-profit organizations that are deemed at high-risk of a potential terrorist attack.

“Risk is not exclusive to political jurisdictions or critical infrastructure,” said Homeland Security Secretary Michael Chertoff. “These investments will strengthen security and contribute to local preparedness at hundreds of non-profit organizations nationwide.” 

Grants are being awarded to nonprofit organizations according to criteria that include:

  • Prior identified and substantiated threats or attacks by a terrorist organization, corroborated by intelligence or law enforcement reporting, toward the nonprofit or closely-related organization, either within or outside the United States;
  • Symbolic value of a site as a highly recognized national or historical institution that renders it a possible terrorist target;
  • Organization’s role in responding to or recovering from terrorist attacks; and
  • Organization’s credible threat or vulnerability, as well as the potential consequences of an attack, as determined by a previously conducted risk assessment.

NSGP grants seek to integrate nonprofit preparedness activities with broader state and local preparedness efforts. The program is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, state and local government agencies, and Citizen Corps Councils.

Eligible applicants submitted funding requests through their State Administrative Agency. Applications were reviewed through a two-phase process, in which each state vetted their respective applications and submitted them for federal review and approval. The results of this review process yielded the final award determinations in which 308 nonprofit organizations will be awarded funds. Nonprofit organizations selected for award are listed in the attached table.

Together with $25 million awarded in FY 2005, the FY 2007 awards will bring the total DHS direct support for security improvements to nonprofit organizations to nearly $50 million during the past three years. NSGP supports national preparedness priorities outlined in the National Preparedness Guidelines and related national preparedness doctrine, including the National Incident Management System, National Response Plan, and National Infrastructure Protection Plan
